The continuous of development became one of the bases that was firm in discussing the development of tourism. The development of this kind headed to the protection and the improvement of the environment, the fulfilment of the requirement for the foundation of humankind, the introduction to the inter-generational equality, and improved the quality of the life of the crowd (Inskeep, 1991). The most comprehensive international statement that was taken as the aim of modern tourism of being the Manila Declaration by World Tourism Organization. This international statement was supported by The Joint Declaration of the World Tourism Organization, and United Nations Environmental Program (UNEP), that ratified the co-ordination between the sector from tourism and the environment.

The statement together that it was mentioned above sounded one of them :

“The protection, the improvement, and the increase of various components from the human environment were several matters around various fundamental conditions for the development of harmonious tourism”

The other statement that was not inferior important that is the Hague declaration about tourism, that was stated by World Tourism Organization :

“The original nature environment, the culture, and his humankind were the fundamental prerequisite for the development of tourism. Apart from than that, the management that was rational could from tourism give the contribution that meant so much for the protection and the development of the physical environment..”

One more of effort that was carried out by the government from all the countries that is the Agenda 21, that was a comprehensive program from continuous development efforts in the Meeting of the Earth High-level that was held by the United Nations in Rio de Janeiro, of Brazil in June 1992. This meeting produced ten principles of the subject about sustainable development, that afterwards was translated into ten areas of the priority for the tour company and the trip. The ten areas were :

1.    The reduce of waste, re - use and recycle.

2.    Efficiency, conservation and management Energy.

3.    Clean water management.

4.    Liquid waste management.

5.    The toxic material / dangerous.

6.    Transportation.

7.    Planning and the order management for the land.

8.    The staff partisipation, the consumer, and the community of the environment.

9.    Sustainability design.

10. The partnership for the continuous development.

The main matter other that provided a basis for the Tasty Hotel program was the aim of Millenium Delopment Goals (MDGs) that is guaranteeing the continuity of the environment. With the existence of the Eco Hotel Program, was expected to be able to help the Government in bringing about the aim MDGs especially in the environmental field.

 The following base from the Eco Hotel  Program West Java was Misi Pembangunan Nasioanl Jangka Panjang Plan (RPJP) West Java 2005-2025, that is:

1.      Point 2 :  Brought to the competitive nation.

This point aim and asked to head to the competitive Nation. Hopefully, because of Eco Hotel Program, the hotes in West Java help created the Internatioanl competitive Hotel.  The competitive International hotel in turn consisted of various stakeholder that was competitive Internation too(for example : human resource and hotel’s infrastuktur)

2.      Pont 6 : Brought about Indonesua beautiful and lasting country.

Hoped the Eco Hotel Program brought about West Java and Indonesia that were beautiful and lasting. Because of the Eco Hotel Program that was drafted and caried out to bring about the condition for the “greener” , for example in the waste management and the use of energy.

Apart from RJRP West Java, Rencana Pembangunan Jangka Menengah  (RPJM) West Java 2008 - 2013 also stressed the problem of Tourism and the Environment, among them:

                   Tourism Field

“The Tourism field. The development of tourism was aimed at the increase in the superiority of the attraction of the tour through the development of the unique tourism product,  Traditional and reflected the identity of the West Javanese community that was rooted in nature and the culture, the increase in the achievement of the object and the attraction of the tour that was competitive as well as the utilisation of the potential for nature resources continuously and have a perception the environment.  In this stage was carried out also the increase in the quality of means and the infrastructure of tourism with the international standard. “

Nature resources and the Environment

“…Increase efforts in nature resources and the effective environment, efficient, and gave added value was aimed through the integration of the aspect of the environment in the sectoral activity, environmental education and constructive sinergrity interregional as well as the interests in order to begin efforts to bring about West Java as Eco-province.”
